Purpose and Scope
This Insurance and Certificate of Insurance (COI) Requirements Policy forms part of the Peer Creators Policy Pack and is incorporated by reference into the Terms of Use and Conditions (Clause 20). It sets out the minimum insurance requirements, risk classification tiers, COI submission mechanics and verification standards that apply to bookings on the Peer Creators marketplace.
This Policy applies to all Users who book, list, or provide services through the Platform, including Space Hosts, Creator Pros, Clients, production companies, and their invitees, subcontractors and crew. For the purposes of this Policy, "Company", "we", "us" or "our" means Peer Creators FZ-LLC; "Business Day" means a day (other than Friday, Saturday or a public holiday) on which banks are open for general business in Dubai, UAE; "COI" means a Certificate of Insurance; and "Platform" means the Peer Creators website and related services.
This Policy works alongside the Damage, Deposits and Claims Policy, the Prohibited Activities and Acceptable Use Policy, and the other Incorporated Policies.
Activity Risk Classification and Thresholds
Every booking is assigned a risk tier based on the activity described by the booker at checkout. The risk tier drives the insurance requirements and platform gating rules. Users must answer the activity questions accurately; misrepresentation may void protections, invalidate the booking, and result in enforcement under the Trust, Safety, Reporting and Enforcement Policy.
| Tier | Activity type | Insurance requirement |
|---|---|---|
| Low | Small photo shoots, interviews, podcast recordings, static content capture, no rigging, no open flame, no pyrotechnics, no crew lifting equipment overhead. | Self-declaration only. No Certificate of Insurance (COI) is required. The booker confirms the activity is low-risk in the booking flow. |
| Medium | Crew of 10–30 people, small-to-medium productions, rigging up to 2 metres in height, portable lighting grids, modest equipment load-in, temporary sets. | General Liability COI required. Minimum AED 500,000 per occurrence and AED 1,000,000 aggregate. UAE-licensed admitted insurer. Waiver of subrogation preferred. |
| High | Large events, live audiences, pyrotechnics, open flame, rigging above 2 metres, aerial work, heavy equipment, generators, stunts, watercraft or vehicle work. | General Liability COI minimum AED 1,000,000 per occurrence and AED 2,000,000 aggregate. Equipment and Rigging cover required. Additional insured endorsement required. |
The risk tier is machine-classified from the booking answers and may be reviewed by the Host or, for High-tier bookings, by Platform support. If a booking contains multiple activities, the highest applicable tier applies. The Company may override the tier where the description or the actual use materially differs from the selected answers.
General Liability Insurance Requirements
For Medium and High-tier bookings, the booker (or the production company on behalf of the booker) must maintain Commercial General Liability insurance that meets the following minimums:
- Medium tier: AED 500,000 per occurrence and AED 1,000,000 aggregate.
- High tier: AED 1,000,000 per occurrence and AED 2,000,000 aggregate.
The policy must cover the territory of the United Arab Emirates. The insurer must be licensed, admitted or otherwise authorised to write insurance in the UAE by the Central Bank of the UAE (CBUAE), the Dubai Financial Services Authority (DFSA), or the Financial Services Regulatory Authority of Abu Dhabi Global Market (FSRA). Surplus-lines or non-admitted cover may be accepted only if it is demonstrably enforceable in the UAE and pre-approved by the Company in writing.
The COI must name the insured party, show the policy number, effective dates, limits, and the UAE territorial coverage. It must be valid for the entire booking period, including load-in, setup, strike and clean-up. If the booking spans multiple dates, the policy must cover the full range.
Equipment and Rigging Insurance
For High-tier bookings, the booker must also carry Equipment and Rigging insurance (sometimes called Inland Marine or Contractor's Equipment coverage) covering owned or rented equipment, rigging, lifting, and temporary structures. The minimum cover is the declared replacement value of the equipment, but not less than AED 500,000 in total.
If any person is lifted, suspended, or performs work at height, the policy must expressly cover rigging and aerial operations. If pyrotechnics, open flame, or hazardous materials are used, the policy must cover those specific perils. Generic exclusions for these activities must be waived or endorsed.
Space Hosts are not required to cover the booker's equipment. However, Hosts must disclose any building insurance, strata insurance, or landlord policies that cover the premises, and must confirm whether those policies restrict production, rigging, or events. The Platform may request a copy of the Host's property policy declaration page for High-tier bookings.
COI Submission and Verification
The booker uploads the COI through the booking flow or, after booking, through the booking details page. The upload must be a legible PDF, JPEG, or PNG showing the complete certificate, including the insurer's contact details and the policy number. The Company reserves the right to reject scans that are cropped, unreadable, or appear altered.
Upload

Verify
Platform checks validity, limits, and dates.
Confirm
Booking is blocked until COI passes review.
Verification timeline:
- Low-tier bookings: self-declaration is accepted at checkout; no manual review required.
- Medium-tier bookings: COI is reviewed within 1 Business Day of submission.
- High-tier bookings: COI is reviewed within 2 Business Days of submission; additional documentation may be requested.
If a COI is rejected, the booker is notified with the reason and may resubmit. Common reasons for rejection include insufficient limits, expired coverage, incorrect territory, missing additional-insured endorsement, unreadable documents, or evidence of alteration. Re-submissions are reviewed within the same timelines as the original submission. The booking remains in a pending, unconfirmed state until a compliant COI is approved.
Waiver of Subrogation and Additional Insured
For High-tier bookings, and strongly preferred for Medium-tier bookings, the general liability policy must include a waiver of subrogation against the Company, the Space Host, the property owner, the management company, and any landlord or strata manager, to the extent permitted by the policy.
The policy must also name the Space Host, the property owner, the management company and Peer Creators FZ-LLC as additional insureds with respect to the booked activity, or contain a blanket additional-insured endorsement that covers all parties the named insured is required to add. The COI must expressly show the additional-insured wording or blanket endorsement.
The Company may require a separate endorsement or confirmation for High-tier bookings where the certificate language is ambiguous or where the Host's landlord or building insurer requires specific wording.
Host Insurance Requirements
Space Hosts must maintain property, public liability, or landlord insurance appropriate for the permitted use of the listed space. Hosts must disclose in the listing any insurance restrictions that would affect production, events, or rigging (for example, exclusions for film shoots, live events, or scaffolding).
For High-tier bookings, the Host may be asked to provide:
- A declaration page or summary of the property policy;
- Confirmation that the booked activity is not excluded;
- Contact details for the Host's insurer or broker; and
- Any written approval from the landlord, building management, or master community.
A Host's failure to provide accurate insurance information, or failure to obtain required landlord approvals, may result in listing suspension, booking cancellation, or enforcement action under the Trust & Safety policy.
No Insurance, No Booking
The Platform enforces the "no insurance, no booking" rule. For Medium and High-tier bookings, the system will not allow the booking to be confirmed, the payment to be captured, or the calendar to be blocked until the required COI is uploaded and verified.
Blocked until verified
Medium and High-tier bookings cannot be confirmed until the COI passes platform verification. The Host is not obligated to honour a booking that is still pending insurance verification.
If a COI expires during a multi-day booking or the policy is cancelled before the booking takes place, the Platform may revoke the booking confirmation, release the calendar hold, and process a refund or cancellation in accordance with the Cancellation and Refund Policy.
If a User proceeds with a booking despite the Platform's block (for example, by circumventing the system or by misrepresenting the activity), the User is in material breach of the Terms of Use and may be held personally liable for any loss arising from the uninsured activity.
Indemnification
To the fullest extent permitted by law, the booker agrees to indemnify, defend, and hold harmless the Company, the Space Host, the property owner, the management company, and their respective directors, officers, employees, agents, and affiliates from and against any and all claims, damages, losses, liabilities, costs, and expenses (including reasonable legal fees) arising out of or relating to:
- Any injury, death, or property damage occurring during or in connection with the booked activity;
- Any failure to obtain, maintain, or comply with the insurance requirements in this Policy;
- Any act or omission of the booker, its crew, contractors, invitees, or guests; and
- Any breach of the booking terms, the listing rules, or the Policy Pack.
This indemnification survives the termination of the booking and the termination of the User's account. The indemnity is in addition to, and not in substitution for, any insurance required by this Policy.
No Insurance Advice
The Company does not provide insurance advice, broker services, or legal advice. The requirements in this Policy are minimum standards for using the Platform. They do not guarantee that a particular policy is suitable for a User's specific circumstances, nor do they replace any contractual, statutory, or professional advice a User may need.
Disclaimer
Users are responsible for consulting their own insurance broker or legal adviser to ensure their cover is adequate. Peer Creators is not an insurer and does not guarantee the solvency or performance of any insurer.
Users are responsible for consulting their own licensed insurance broker or legal adviser to ensure that their coverage is adequate for their specific activity, industry, and contractual obligations. The Company's review of a COI is limited to checking that the certificate appears to meet the minimum requirements described in this Policy; it is not a warranty of the policy's validity, enforceability, or sufficiency.
Amendments and Enforcement
Peer Creators may amend this Policy from time to time. Material changes will be communicated by posting the updated Policy on the Platform and updating the version number and effective date. The version in effect at the time a booking is made will generally apply to that booking, unless a change is required by law or is clearly beneficial to the affected parties.
Failure to comply with this Policy may result in enforcement action, including cancellation of the booking, forfeiture of fees, suspension or termination of the account, and reporting to the Host, landlord, insurer, or authorities as appropriate. The Company may also withhold payouts or release funds to remedy harm caused by an uninsured activity.
This Policy is enforced alongside the Prohibited Activities and Acceptable Use Policy. Activities that are prohibited are not made permissible by the existence of insurance. Insurance is a risk-management tool, not an authorization to engage in unsafe, unlawful, or prohibited conduct.
